The nature of war does not change, the goals, methods, tools and methods of fighting and winning change. Hybrid warfare, because it generally takes place in the gray area, has a covert nature and has blurred the line between war and peace. The main purpose of this article is to identify what, why and how to implement hybrid warfare. This article is of applied-developmental type, which was done by inductive analysis method and using questionnaire tool and using 30 experts. The findings of the research show that the exact concept of combined warfare is still disputed by most thinkers and there is no definite consensus on what, why and how it is, but according to the existing differences, combined warfare can be mixed and mixed in a multidimensional way. It is unclear that it has a variety of tools and tactics, includes a wide range of actors and pursues new goals. Rather than seeking objective and obvious damage, this war attacks targets such as thoughts and minds, and instead of killing and destroying the opposing forces, it seeks to mislead and abuse them for its own purposes and interests. In this way of war, the military force no longer plays the main role and the use of all tools simultaneously and coordinated is inevitable. According to the results of the research, what is combined war includes 20 propositions or factors, why includes 19 propositions and how 10 propositions or factors.
