he purpose of this research was the effective factors on the formation of a constructive inter-organizational alliance in times of crisis (case study of the Islamic Republic of Iran Army). The research was a two-stage exploratory combination of the instrument-making type. In the qualitative part, the purposeful sampling method and the theoretical saturation technique were used. In this research, a three-step Delphi method was used. And then using the matrix questionnaire of the structural interpretation technique that is distributed among the experts and the leveling of these factors was done. The results show that 10 factors are related to the first level. Environmental networking, policy-making, cross-sectoral approach of the coalition, adaptation to the social environment, creating organizational friendship, agility, growth orientation, increasing scientific ability, stability in organization planning and perception of justice. Also, two factors are on the second level. These two factors are executive coherence and goal development. The only factor related to the third level is the sustainable organizational development of employees. The formation of a constructive inter-organizational coalition remains in the model, which is related to the fourth level of the model. Undoubtedly, the promotion of coalition building in organizations makes these organizations have complete control over their surroundings. On the other hand, forming a coalition makes organizations aware of the threats and potentials in their surrounding environment, and even this issue becomes the basis for increasing organizations' knowledge of their strengths and weaknesses
